SALARY RANGE: $56,979 - $71,220  (B3)

THIS POSITION IS BEING OFFERED ON A FULL TIME CONTRACT/TEMPORARY BASIS WORKING 35 HOURS PER WEEK, FROM DATE OF HIRE TO MARCH 31, 2011.
 
PURPOSE:

Reporting to the Director of Strategic Planning and Policy, this position supports the Region's Emergency Management Program through research, analysis, and the development and execution of plans, policies, procedures and training. The position supports Halton Region, Local Municipalities, Halton Regional Police Service, community partners, business sector and residents in emergency management, business continuity and personal emergency preparedness. This position also assists in meeting the requirements of the Emergency Management and Civil Protection Act and to ensure that the Region is in a state of readiness in the event of a natural, technological, or human-caused emergency.
 
WORKING CONDITIONS:

Must be available to be called upon at any time to respond to an emergency and once engaged in an emergency must be available at all times throughout the entire period of the emergency.
 
PREFERRED BACKGROUND:

The ideal candidate will possess a university degree in public administration or related field or college degree in business continuity management or crisis/incident management and emergency response. Certification as a Community Emergency Management Coordinator by Emergency Management Ontario is required.  Direct experience or demonstrated experience and expertise in emergency management and response, legislation, regulations, principles, concepts, theories, practices and knowledge of Regional and Local Municipal operations is required. Highly effective communication, collaboration and coordination skills are required to interact effectively with internal and external groups. Certification as a Business Continuity Professional is an asset.
 
DUTIES:
  • Provide policy and program advice to help ensure that the Region meets the mandatory requirements of the Emergency Management and Civil Protection Act.
  • Provide, support in the development and maintenance of Halton Region's Community Emergency Plan and sub plans as well as Halton Region's business continuity plans.
  • Assist in the development of policies and procedures, collaborating with program areas to develop their plans, ensure plans remain current and that staff is trained.
  • Establish and maintain a positive working relationship with Regional staff in all departments, elected officials, Local Municipalities, Halton Regional Police Service, School Boards, Hospitals, other community agencies and the business sector.
  • Collaborate with Emergency Management Ontario (EMO), Federal/Provincial agencies and other Regions to help ensure that the requirements of relevant legislation and regulations developed by the Province address Halton's needs and are implemented.
  • Participate on inter-agency working groups and committees.
  • Perform as the Alternate Community Emergency Management Coordinator (CEMC) and assist the Senior Emergency Management Advisor (Primary CEMC) in meeting the responsibilities of the Halton Region CEMC.
  • Make recommendations to key decision-makers including providing guidance and advice to the CAO and Emergency Control Group when performing as the Alternate CEMC.
  • Help ensure the Regional Emergency Operations Centre is ready and set up in an emergency and is the alternate liaison with the Province.
  • Ensure the Emergency Control Group follows emergency plans and procedures throughout the course of an emergency, tracks the Group's decisions and ensures that those decisions are implemented when performing as the Alternate CEMC.
  • Assist in the post-emergency analysis and makes recommendations to update the plans and procedures based on the actions that occur during an emergency situation.
  • Provide training and presentations on emergency management, emergency preparedness, and business continuity planning.
  • Perform other duties as assigned.
