MGen (ret) CLIVE ADDY:

Clive Addy served for 35 years in the Canadian Forces. Among his many posts, he was Commander of the Cdn Brigade in Germany, the Deputy Chief of Staff (Ops) at Central Army Group in Heidelberg, Chief of Staff of Mobile Command, and Commander of Land Forces in Western Canada. Retiring in 1996, he helped draft an audit of Emergency Preparedness for the Province of British Columbia. He then became the National Executive Secretary of the Canadian Corps of Commissionaires – the largest security guard provider in Canada. He is the past National Vice Chair of the CDA, and the past National Chair of the Federation of Military and United Services Institutes of Canada. He is the founding Chair of the National Security Group which has been following and monitoring Canadian Security policy since 2003.

Capt(N) PETER AVIS:
Security & Intelligence
Peter Avis graduated from RMC in 1979 and served in a number of frigates and destroyers during his naval career. He was later appointed Executive Officer of the elite Sea Training Unit in Halifax, and finally was Commanding Officer of HMCS FREDERICTON. In recent years, he has served as the Operations Officer for the Chief of the Maritime Staff during Operation APOLLO, achieved his Masters degree at the Norman Paterson School of Int'l Affairs at Carleton University, served as senior policy advisor for Transportation and Emergency Management in the Security and Intelligence Secretariat in the Privy Council Office, and authored a book (Comparing National Security Approaches to Maritime Security in the Post-9/11 Era). Currently, he is Director General Requirements on the new Strategic Joint Staff at NDHQ.

JOHN BANTA:
Firefighting
A native of the Greater Vancouver area, John Banta spent “the best 24 years of my life” in the Communications Branch of the Canadian Forces. His service included two postings with the NATO forces in West Germany and two tours of UN Peacekeeping in Cyprus. In 1997, John and his wife, Laura, decided to flee the growing urban crush of Calgary for a more sedate lifestyle in the tiny hamlet of Fauquier, tucked away in the mountains of south central BC. Since 2000, John has been a member of the Fauquier Volunteer Fire Dept and has been the Fire Chief since 2006.

BOB BERGEN, Ph.D:
Strategic Studies
Bob Bergen is a former journalist who left the Calgary Herald in 2000 after 20 years to pursue a Ph.D. in Strategic Studies. He received it in 2005. As a journalist, he specialized in the Canadian Forces. His coverage of the Forces included assignments in the Middle East, Cyprus, Cold War Europe and Croatia and Bosnia. In December, 2007, Bob traveled to NATO headquarters in Brussels, Belgium, and Kabul and Kandahar, Afghanistan, as part of a fact-finding trip for select Strategic Defence Forum Centre members. He is an adjunct professor at the University of Calgarys Centre for Military and Strategic Studies and a Fellow with the Canadian Defence & Foreign Affairs Institute.

JACQUES BRUNELLE:

A 16-year veteran of the Royal Canadian Mounted Police, Jacques Brunelle is currently an investigator with their National Security Investigation Section in Ottawa. His first book on the RCMP, The Royal Canadian Mounted Police in the 1990s: Their Uniforms and Kit was well received and a second edition is currently in the works. He has written numerous articles for Blue Line, Pony Express and Information magazines dealing with police matters and police aviation in particular. He was selected to be a pallbearer for both Canada's Unknown Soldier and the following year for the former Prime Minister Pierre Elliot Trudeau.

ALAN BURKE:
Climate Change Studies
Alan Burke is the President and Founder of Orcagis Inc.; a graduate from Canada's Royal Military College, having studied mathematics and physics, he went on to serve in the military and then into the application of computer technology for public safety including emergency response, as the Vice-President of Engineering at Positron and later in a similar role at Black Coral, with a focus on geospatial knowledge and interoperability among tactical agencies. Most recently he has focused on the science and security implications of climate change and the means open to us to mitigate and adapt to the threats presented by inevitable change.

MARK CAMILLO:
Security Specialist
Mark Camillo is an internationally-recognized law enforcement and security professional in the area of major event security. He served as a Special Agent in the U.S. Secret Service – a distinguished 21-year career that included three separate White House assignments. He was appointed as the Olympic Coordinator for the 2002 Salt Lake Winter Olympics. The successful execution of this carefully designed preparedness and prevention plan was later identified by the Office of Homeland Security as an excellent model for future security designs at Events of National Significance. Mr. Camillo merited distinction as an Olympic Security Expert, and has addressed audiences internationally and at home, including U.S. Senate testimony. He is currently with Lockheed Martin Corporation’s Transportation & Security Solutions.

JAMES JAY CARAFANO, PhD:

James Carafano is the Assistant Director of The Heritage Foundation’s Kathryn and Shelby Cullom Davis Institute for Int'l Studies, and a Senior Research Fellow for defense and homeland security issues. Before joining Heritage, he served 25 years in the U.S. Army, rising to the rank of Lieutenant Colonel. He has also served as an Assistant Professor at the U.S. Military Academy, West Point, and is currently a visiting professor at the National Defense University and Georgetown University. Carafano testifies regularly before the U.S. Congress on defense, intelligence, and homeland security issues. The author of numerous books, he has been published in newspapers nationwide and provided commentary tonumerous national and international stations.

Carol-Lynn Chambers is Operations Manager, Emergency Planning & Strategic Development Unit, with the Office of the Fire Marshal, where she manages several high-profile programs including the Provincial Chemical/Biological/ Radiological/ Nuclear/Explosives (CBRNE) and Heavy Urban Search and Rescue program. She previously served as Deputy Fire Chief, London, Ontario. Carol-Lynn has more than twenty years of experience in fire and hazardous materials management roles in both public and private sectors, in Canada and the United States. She teaches part-time at The University of Western Ontario in the Local Government Program, where she earned a Master of Public Administration (MPA) degree in 2001 and a B.Sc. in 1982.

Richard Cohen is president of RSC Strategic Connections. He has special expertise in counter-terrorism and national security policy development. Hazmat Response
Steven M. De Lisi, retired after 27 years in the fire service, most recently as the Deputy Chief for the Virginia Air National Guard Fire Rescue at the Richmond (VA) International Airport. He is a hazardous materials specialist, an adjunct instructor for the Virginia Dept of Fire Programs, and a former member of the NFPA committee on hazmat protective clothing. He began his career in hazmat response in 1982 as a member of the Newport News (VA) Fire Department hazmat team. He has also served as a hazardous materials officer for the Virginia Dept of Emergency Mgmt. In that capacity, he provided on-scene assistance to hazmat first responders for an area that included 20 jurisdictions. He has a master’s degree in public safety leadership.

Transportation Safety
Mark Duncan is a Professional Engineer with a Masters in Public Admin from Carleton University and a degree from Royal Military College. He flew for 6 years with the Canadian Armed Forces as a pilot with VS 880 Squadron. Previously with Transport Canada and then Deputy Airport General Manager at Toronto International Airport, he was promoted to Regional Director General with regulatory responsibility for all modes of transportation in Vancouver. Following 9/11, he led a team that built the Canadian Air Transport Security Authority (CATSA) from the ground up. Retiring in 2007 as Executive Vice-President and Chief Operating Officer, he is currently President of AeroEdge Consulting Inc. specializing in security and aviation related projects.

An internationally recognized expert in crisis mgmt, Mark Egener is president of Summit Enterprises International Inc, a consultancy specializing in crisis and risk mgmt. He has led many projects related to adaptation to global warming, disaster preparedness, the mgmt of risk, and risk communications. He was Senior Advisor to the Alberta Environmental Protection Commission in 2005. From 1983-1995 he was head of Alberta Public Safety Services, an agency responsible for hazardous materials and disaster mgmt, and in 2006 was interim head of the new Alberta Emergency Management Agency. Previously he was a senior manager at an energy and chemical company. He was a founding member and Chair of the Major Industrial Accidents Council of Canada an organization dedicated to the safe management of dangerous chemicals. He is a member of the Association of Professional Engineers.

WARD ELCOCK:

Ward P.D. Elcock’s vast experience and contacts in the fields of security and intelligence, coupled with his knowledge of govt policy and procedure and his legal background, made him an outstanding choice to serve as the Coordinator for 2010 Olympic and G8 Security. He served as the Director of the Cdn Security Intelligence Service (CSIS) from 1994-2004, and as the Deputy Minister of National Defence from 2004 to 2007. Prior to his appointment at CSIS, Mr. Elcock served as the Security & Intelligence Deputy Clerk of the Privy Council Office for five years, and as Assistant Secretary to the Cabinet (Legislation and House Planning/Counsel) for six years. Brigadier-General Holt joined the Canadian Army (Regular) in 1966. A graduate of CMR and and RMC as a Mechanical Engineer, he served in a number of appointments with 2 Service Battalion Petawawa, 1 RCR London and 4 Service Battalion Lahr, Germany, and later assigned to the original Leopard Tank Project in Germany. Completing a Master's Degree in Mechanical Engineering in 1981, he was posted to a Project Mgmt job in Ottawa and later attended Staff College in Toronto. Promoted LCol in 1986, he served the Air Force as Senior Staff Officer Electrical and Mechanical Engineering. In July 1989, he returned to Germany to command the Base Technical Services Branch. He served the next four years in NDHQ in the Military Personnel Group before moving to the Materiel Group as Project Mgr of the LAV Project. Subsequently, he was appointed Director Land Equipment Resources Management and EME Branch Advisor in August 2001. He was inducted into the Order of Military Merit in the grade of Officer in May 2002. In 2002 he was promoted Brigadier-General and appointed Director General Land Equipment Program Management (DGLEPM) responsible for the acquisition, mgmt and disposal of all land equipment for the Canadian Forces. He retired in 2005, and was appointed EME Col Comdt in 2008.

Commission JAY C. HOPE:
Jay C. Hope was appointed by Ontario Premier Dalton McGuinty as the province’s Commissioner of Community Safety in December 2006. Commissioner Hope serves as a key advisor to the Premier and Cabinet on issues related to emergency management, particularly in times of crisis. He oversees a broad portfolio, including Emergency Management Ontario (EMO), the Office of the Fire Marshal (OFM), the Office of the Chief Coroner (OCC) and the Criminal Intelligence Service Ontario (CISO). Prior to his current appointment, Commissioner Hope served for 27 years with the Ontario Provincial Police, rising through the ranks to Deputy Commissioner (the country’s first black officer appointed to the ranks of chief of police). In 2006 he was made an Officer of the Order of Merit of Police Forces.

Rob Huebert is an associate professor in the Department of Political Science at the University of Calgary. He is also the associate director of the Centre for Military and Strategic Studies. Currently a senior research fellow of the Cdn International Council, Dr. Huebert has also taught at Memorial University, Dalhousie University, and the University of Manitoba. His area of research interests include: international relations, strategic studies, the Law of the Sea, maritime affairs, Canadian foreign and defence policy, and circumpolar relations. He publishes on the issue of Canadian Arctic Security, Maritime Security, and Canadian Defence. His work has appeared in International Journal; Canadian Foreign Policy; Isuma: Canadian Journal of Policy Research and Canadian Military Journal. He was also a co-author of the report To Secure a Nation: Canadian Defence and Security into the 21st Century; and co-editor of Commercial Satellite Imagery and United Nations Peacekeeping and Breaking Ice: Canadian Integrated Ocean Management in the Canadian North. He also comments on Canadian security and Arctic issues in both the Canadian and international media.

Sgt UDAY JASWAL:
Police Officer
Sergeant Jaswal joined the Ottawa Police Emergency Services Unit in 1999. He is a qualified Search Master under both the NASAR and ERI search systems and has substantial experience in conducting ground searches for missing persons and evidence searches related to criminal investigations. He is the Search and Rescue program coordinator for the Emergency Services Unit and the Chairperson of the Dementia Assistance Committee. Sgt. Uday Jaswal also has extensive experience training police and other professionals in Search and Rescue planning and response.

George Kolisnek spent a total of 41 years at DND as a Naval Officer and then senior public servant. From 2001 to 2005 he was the Director Strategic Intelligence at NDHQ, and from 2005 to 2007 he was a Senior Policy Advisor within the the Security and Intelligence Secretariat in the Privy Council Office. George is currently a Senior Research Fellow at Carleton University Canadian Centre of Intelligence and Security Studies from where he has published papers of interest both at home and abroad.

Ken Krukewich:
Modeling & Simulation / Space & Satellites
Mr. Ken Krukewich was with the ADM(Mat) organization, responsible for developing and implementing the Joint Simulation and Modeling for Acquisition, Requirements, Training and Support (JSMARTS) initiative. In February 2007, he joined the Surveillance of Space project as Engineering Manager. This project, which will launch DND's first operational satellite, has been featured in FrontLine Defence magazine. He is currently FrontLine's advisor and correspondent for Space & Satellites. Mr. Krukewich has over 27 years of experience with space programs, both with industry and the Canadian Space Agency. Sadly, Ken passed away on November 20, 2009. We will forever cherish his infectious enthusiasm for the stars. Our sincerest condolences go out to his family.

Mr. MacGillivray is currently the Director of the Emergency Services Branch, of the New Brunswick Department of Public Safety. Ernie has been at the centre of the ongoing transformation of emergency mgmt in Canada. Ernie has served as a senior policy advisor on public safety and security issues and has been very active nationally and internationally. His current portfolio includes responsibility for the province’s emergency management, 9-1-1 and regional dispatch systems, interoperability and intergovernmental relations. His main effort right now is implementing organizational and technological change to improve interoperability and build capacity in the emergency management and response agencies.

Prof. GORDON McBEAN, Ph.D:
Dr. Gordon McBean is a Professor and Director of Policy Studies for The Institute for Catastrophic Loss Reduction at The University of Western Ontario. He is Chair, International Science Committee for Integrated Research on Disaster Risk; Co-Chair, Global Environmental Change START Project; and member of International Institute for Sustainable Development’s Board and Ontario Premier’s Climate Change Advisory Panel. A former Assistant Deputy Minister in Environment Canada, he is a Member of the Order of Canada; a Fellow of the: Royal Society of Canada; Canadian Meteorological and Oceanographic Society; and American Meteorological Society. Dr McBean shared in the 2007 Nobel Peace Prize to the IPCC.

Dr. SARAH JANE MEHARG, Ph.D:
Conflict Studies
President of Peace and Conflict Planners Canada Inc., a firm specializing in economic and cultural reconstruction and acceleration, Dr. Meharg is also a Senior Research Associate at the Pearson Peacekeeping Centre, and Adjunct Professor at the Royal Military College of Canada. She is a leading post-conflict reconstruction theorist. Her unique theory of conflict - identicide (1997) - defines the world's most recent attacks perpetrated against people and their cultural places. She achieved top honors in innovative doctoral research in post-conflict reconstruction and has received numerous awards for research, writing and conference presentations. Dr. Meharg has a regional focus on the Balkans, Afghanistan, and Iraq and is currently researching military geography; identicide; and measuring the effectiveness of reconstruction activities during peace operations. Sheserves as a research fellow with the Centre for Security and Defence Studies and the Canadian Defence and Foreign Affairs Institute.

With 38 years of policing with the Royal Canadian Mounted Police including over 6 years in the top post of Commissioner, Phil Murray has made significant contributions to shaping the RCMP, and law enforcement generally, to meet the challenges of modern policing. He has championed community policing model to meet diverse needs; strengthened positive working relationships to encourage shared solutions to law enforcement and governance issues; encouraged technological innovation and investment; and led collaborative and proactive development of enforcement and prevention strategies to address major security threats and risks. A former Crown Prosecutor in Alberta, Scott Newark moved to the national criminal justice reform advocacy stage when named as the first non-police officer to serve as the Executive Director of the Canadian Police Association in Ottawa. After 9-11 he was named as Ontario’s Special Security Advisor on Counter Terrorism and authored that Province’s Security Perimeter Strategy. He co-authored ‘A View from the Front Lines’ which led to the arming of Canada’s Border Services Officers and ending work-alone situations. He is a border and transit security advisor to governments in Canada, most recently as the Senior Policy Advisor to the Minister of Public Safety. She served as San Diego Mayor Jerry Sanders’ Deputy Chief Operating Officer for Public Safety and Homeland Security during his first term. Maj RODGER B. SLOAN:

Joining the CF as a Medical Assistant, Major Sloan completed numerous postings and tours. He was later commissioned as a Bioscience officer, and was instrumental in setting up the new CF School of Survival and Aeromedical Training. He participated in various UNSCOM missions in Iraq (1995, 1998) as a Biological weapons inspector, and was one of the first leaders of Force Health Protection’s Deployable Health Hazard Assessment teams. In 2003, he was posted to DRDC Suffield as the first Director of the Counter Terrorism Technology Centre. This centre, with a staff of over 30 civilian CBRN experts, is responsible for providing Training, Test and Evaluation, and Forensic support to both domestic and international CBRN First Responders and the military community.

Angus Smith is the Officer in Charge, Alternative Analysis, RCMP National Security Criminal Investigations. Mr. Smith has close to 25 years experience as an intelligence analyst across the RCMP and worked in a variety of areas, including drugs, organized crime and anti-corruption before taking up national security-related duties after 9/11. Dr. Harold Stocker has been a Defence Scientist with the Directorate of Science and Technology Policy (DST Pol), Defence R&D Canada (DRDC) Programs since 2001. In his 25-year career, following two post-doctoral assignments, one of which was with the National Research Council of Canada, he held progressively senior mgmt positions with the Atomic Energy Control Board (now the Cdn Nuclear Safety Commission), and the nuclear regulatory authority in Canada. Inspector Valcour has extensive Incident Command, Leadership, Strategic Planning and Technology Program/Project Mgmt experience at national and international levels. He has worked cooperatively with various national strategic organizations such as the Cdn Assn of Chiefs of Police, Fire and Emergency Medical Services, the Cdn Police Assn, International Assn of Fire Fighters, Industry Canada and Public Safety Canada, to effectively plan, lead, support and foster major projects, primarily in the information sharing and interoperability fields.

He was the Vice President of Worldwide Managed Security Services at the Symantec Corporation. The co-founder of Riptech, a market leading IT security company, he served as its CEO until it was acquired by Symantec in 2002. He served as an officer in the U.S. Air Force in the Department of Defense's Computer Emergency Response Team.
